The same way Wesley became a real ensign - because it was an attempt to make him more likable and less annoying.  Unfortunately in both cases they completely misunderstood why so many people hated him, and actually made people hate him even worse.  The guy who did Jar-Jar's voice did some anime voice-acting, too, BTW.  Which I guess means Lucas is an anime fan.  vulcan  Honestly that would make me more ashamed of being an anime fan than even the weeaboo otaku types like you know who.  At least we can make fun of people like that, but George Lucas is still a rich bastard.

In universe info seems to be somewhat lacking. I just checked Wookieepedia.

George did open an animation studio in Singapore.  Considering Singapore has been trying to get into the animation business for years, it was a big thing for them.  Singapore has also been trying to get cozy with the Japanese anime industry as well, so if we go by that, it is possible that this studio might do some anime.  Thus it might mean that Lucas has a thing for anime, but I'm not sure.  It's easier to see that Quentin Tarantino likes anime, but not so much Lucas.
