Is Phobos really even from Mars?  Martian civilization would have to be deeply concealed or destroyed for him to be the only one humans have met...

It's also difficult to understand why USG would have put ridiculous amounts of development money behind an interstellar drive that nobody else understands, then blast its designer off with the prototype.  Someone would have had to have pulled a lot of strings.

Well, what happened is that Francis Carter blasted off to Mars in the 1970's and after a somewhat rocky mission (which has yet to be detailed in the comic) returned with Phobos.  Since then, a colony has been established on Mars, but Phobos remains the only Martian ever seen, and where exactly Francis discovered him is not common knowledge.

It's also difficult to understand why USG would have put ridiculous amounts of development money behind an interstellar drive that nobody else understands, then blast its designer off with the prototype.  Someone would have had to have pulled a lot of strings.

Definitely.  One issue here is that Phobos is the only person capable of using the Escherspace engine.  So at the moment, one Martian = one interstellar spaceship.  Kind of crazy, but keep in mind that, while Westward does have an important mission, it's also something of a publicity/propaganda stunt.  That's why Francis Carter is the captain of the ship even though he may not be the most technically qualified.

Westward is full of pieces that don't quite fit.  Over time, many of them will begin to fall into place as the story is more fully explained.
